Description:
Over see all aspects Human Resources Management and related practices to ensure compliance with division policies
Manages and lead the human resource function, with an emphasis on strategic human resource management, empowerment, quality, productivity and standards, goal attainment, and ongoing development of a superior workforce.
Supervises staff that maintains HR administration and payroll dataServes on the management team, using a consultative approach in advising managers on various human resource issues.
Maintains a competent, motivated workforce by developing, executing and evaluating human resource programs, processes and systems that support the needs of the employee and meet division objectives
Accountable for ensuring that all HR initiatives and functions are administered and supported effectively
Supports employees in the use and understanding of available benefits and systems; includes training and supporting end users on systems access and utilization.
Develops, implement,s and manages data collection and analysis for the development of job description and compensation plans.
Directs and supports the HR Department in activities including training, performance evaluation, employee relations, career planning and compensation for employees.
Supports managers with the development and maintenance of salary surveys, job evaluations, and job descriptions.
Researches new technologies and stay informed of changes in processes and compliance requirements.
Coaches and directs staff in operational activities to ensure compliance with departmental and organizational goals, objectives, and budget.
Trains, assists and monitors supervisors in the completion of employee performance evaluations and development plans.
Conducts internal investigations and reviews all disciplinary actions in accordance with division policy and legal requirements.
Provides counsel to employees and all levels of management on employee relations issues ensuring legal compliance with policy and laws.
Performs other related duties as assigned by the Division President
KNOWLEDGE/SKILLS/ABILITY:
Knowledge of management and business practices and human resource based organization development theory and advanced practice.
Knowledge of applicable employment laws including FLSA, BOLI, NLRA, ADA and other Federal and State laws covering discrimination and equal employment opportunity.
Knowledge of Rehabilitation Services and broad health care business operations to include customer service and ongoing and improvement techniques.
Skill in the operation of personal computer including operation of software such as Microsoft Office, Excel, applicant tracking and various desktop applications for data management.
Ability to communicate and influence change effectively in both written and oral form and to convince others to take action.
Ability to prioritize responsibilities and to organize workload to ensure that timeframes are met and the work is successfully completed within deadlines.
Ability to problem solve and provide leadership in solving difficult employee relations, management and entity based human resource problems.
Ability to use improvement and organization development theory and techniques to support the adaptation the organization to effective change process.
Must be familiar with ERISA, COBRA and other federal and state guidelines governing employee benefit plans.
Requirements:
Bachelor's degree in HR or related field (or equivalent combination of education and experience)
Masters Degree in related field and/or SPHR/ PHR certified desired
Must have 10+ years of HR background experience in a managerial capacity
Extensive experience managing multiple locations
Extensive experience with employee relations or labor relations
Extensive experience leading and developing a staff of HR professionals
Well-developed interpersonal, presentation, and public speaking skills
